I have the honour to forward the enclosed copy
of a minute which I propose should be laid before Legislative Council at its next meeting in connection with a vote of $432,518.78 for the purchase of certain areas at Kowloon Point in connection with the site of the Railway Terminus. On my arrival in London I will fully explain to you the circumstances which induced me to bring this vote before the Council and I now enclose copy of certain correspondence which has taken place on the subject, to- -gether with a plan elucidating the proposed transaction.
